I am able to run the SIM reader program, but when I plug in the SIM card reader into the USB port and try to install the driver (per instructions), I get to the point where I select the Dekart driver at which point it just hangs as on the window where it says "Please wait while the wizard installs the software" for "Dekart Smart Card Reader" (with the graphic of two folders and paper going from one to the other).
It starts, then it just HANGS...the WHOLE SYSTEM HANGS, forcing me to do a HARD REBOOT.
Thanks in advance for your help.

Which version of Windows do you have?

Try using this one instead: Dekart-PC/SC-38-Vista-x86 (http://files.dekart.com/tools/DK38-PCSC-Vista-x86.zip).
Extract it to any directory;
When Windows asks for a driver, point it to that directory;
Note: the name has 'Vista' in it; the driver is for Windows 2000/XP, but it is also compatible with 32-bit Vista systems.

Update:
- Downloaded the other file and started the driver install process again (SIM card reader inserted into USB port)
- Attempt 1: It hung on some driver named USBR.dll (don't remember the name)--apparently it's the last one that gets uploaded. Hard boot required.
- Attempt 2: As it was installing the drivers, I removed SIM card reader from the USB port. Install seems to have been completed fine. Success? I plug SIM card reader back in and it causes system to hang again. Hard boot.
-Attempt 3: System boots up w/o SIM card reader installed. I plug in SIM card reader and system hangs again. Hard boot.
- Attempt 4: I boot the system w/SIM card reader installed. I wait for everything to initialize. To my surprise, the system is not locked up. I launch SIM Manager and process the first of two SIM cards.
- Attempt 4b: I take the first card out, close SIM Manager and insert the second SIM card and open SIM Manager. SIM Manager doesn't read the second card (which I just took out of the phone so I know it works)...

Hmm, that's quite strange.
Try the following procedure:
Uninstall the current driver (in the device manager right click on the reader and choose 'uninstall')
In %windir%\inf remove dekart38.inf
Unplug the device and restart the system
Download DK38-PCSC-XP (http://files.dekart.com/tools/DK38-PCSC-XP.zip) (the native XP driver)
Plug the device in and use the driver above instead (when Windows detects the device it should be unable to find a driver for it, nor it will re-use the old driver - that's why we removed the .inf file earlier)
Let me know how things go.
Attempt 4b: I take the first card out, close SIM Manager and insert the second SIM card and open SIM Manager. SIM Manager doesn't read the second card (which I just took out of the phone so I know it works)...
Are you sure the card is plugged in correctly and the contact is tight?

I can't locate the file that you linked to.
re: 4b: Yes, I believe the contacts are fine--tried SIM Manager with the first SIM card.

I loaded the SIM reader driver and SIM Manager on another machine running Vista since it really didn't work that well on my first XP machine.
Seems to have loaded the Vista/XP driver fine. The first SIM card is read no problem, but the second one doesn't read.
When I insert the first SIM card, the green light on the reader is on and stays on steadily. When I insert the second SIM card (both are T-Mobile SIMs), the green light flashes rapidly then goes back to flashing at a slow interval (as if no card isn't present). As you'd expect, when I run SIM Manager and try to read the card, I get an error message, "No SIM card found in the smart card reader!"
SIM card 1 (the one that works): T-Mobile network, Windows Mobile device (the MDA)
SIM card 2 (fails): T-Mobile network (actually has Voicestream on the SIM), Samsung SGH-509S with an unknown OS (prob Linux-based?). This SIM card's "gold contact" area looks slightly different than the first one--it says Gemplus and has six contact areas (instead of eight).

Indeed, the link was broken, I fixed it.
The second SIM card seems to be an unusual one, not a standard GSM card. What happens if you plug it into the Windows Mobile device? Will it work?

The second SIM card is correctly read via the WinMo device as well.

The file that you linked to most recently DK38-PCSC-XP.zip contains the same files as this one Dekart-PCSC38.zip (based on time stamps and file sizes). Perhaps there was a different set of files that you were trying to send to me?

Just to be clear since I haven't seen a response yet:
1. I had posted a follow-up stating that the latest zip you sent me contains exactly the same files as a previous zip (though the two zips had different names).
2. The second SIM card is NOT irregular--it was successfully read by my WinMo phone as was the first SIM card. However, it is still not being read by the SIM card reader and/or SIM Manager, so I my issue is still unresolved.
Thanks.

Try unchecking the option shown on the screenshot; then remove the card reader from the system; then plug it in again.
Attempt to read the card after you perform the steps above.
In case the problem continues to persist, will it be possible to obtain a sample of such a card for tests?
