I want to use a sim reader for deploying sim applets into the card. but every where is only talked about restoring missed messages taking back up and ...

Ehsan, you can use the reader to send APDU commands to the SIM card. You will have to make sure you have the software that allows you to enter these commands by hand.

Generally, the card reader can be used for any kind of input/output operations with a card.
