how read the phone numer by programme?

I want design programme perform read the sim card number in the same phone.
how can I do it? and what the sutable language programming?

I can recommend you to take a look at SIM Manager (http://www.dekart.com/products/card_management/sim_manager/) - this program does what you want.

To answer your original question - you can use any programming language. How to do it? - this will take a long time to answer; the short answer is "read the right books and learn how to do it".
