The atempts counter stays on 3, it doesn't matter how many wrong try's I do. It lowers the security of the log on. I tried to change password policy, but it didn't help either.

That must be happening because you are using a USB flash disk as a key. Unlike tokens or smart cards, USB flash drives are not offering any security mechanisms which prevent certain areas of the unit's memory to be written to [or read from].
Smart cards and tokens have a self-locking mechanism, you can see that in another thread - http://forum.dekart.com/showthread.php?t=610, an invalid PIN was entered x times, and now the key is blocked forever. This is the same mechanism which makes cloning smart cards impossible.
Flash disks don't offer that, therefore it is technically impossible to enforce a maximum number of invalid PINs policy.

Thanks, you are right I'm currently using USB flash... Thanks again. I bought your SC reader so I'll fix that issue soon.
